Do unemployment rates include people who have exhausted their unemployment benefits?

The published unemployment rates include everyone.

The unemployment rate, is calculated by a month survey sent out by the department of labor.

They are not based on the number of people who apply for unemployment, are currently collecting unemployment or who have used all thier unemployment benefits.

People tend to forget, that most unemployed people, either cannot collect unemployment, or do not collect unemployment, because they get another job.

In some states like Florida, only 28% of those who apply for unemployment, are eligible to collect it.

So using the number of people who are currently collecting unemployment, would be a very inaccurate method of calculating the unemployment rate.
