(The statistic doesn%26#039;t care about the specific individuals in that percentage, some of whom may never get a %26#039;real%26#039; job but are still looking for one - it only cares about the dynamic and anonymous population of unemployed workers.)
The last time I heard a discussion of this years ago, the percentage seemed to be about 4% - meaning that when the statistic is at 4%, we are really at full employment.
